if the mother moved out of state(texas) and the child lives with her mother in the same state as the father(louisiana), can the father fight for sole custody?

I am confused. Did the baby's mother move to Texas and the baby's grandmother in Louisiana is taking care of the baby? The father can fight for sole custody at any time he feels he has the grounds.
