Legal Question in Family Law in Louisiana

Mother's right to say no.

IF the father only pays $68.00 a month for 3 kids, he has no driver's license, no visitation papers, takes the children to a house that allows 12 yr. olds to drink, smoke, and cuss, and has a sister who has been busted twice for drugs, can I as the mother refuse him to be able to take my kids with him for any weekend?
