My nephew fathered a child. When the baby was born he asked for DNA test and paid for them. He is the father. He has been supporting the child financially and has had open visitation. No court orders. She served him with a TRO after both were arrested for disturbing the peace by fighting, and she wants child support. She threatens to move to Texas and took the child for a week. He refused to pay child support for that week (which is what the fight was about), since he did not have visitation. He is not on the birth certificate. Can the court order him to pay child support if he is not on the birth certificate? He wants to support the child, but he also wants his legal rights.

Yes thecourt can order him to pay child support whether he os on the birth certificate or not. Yes he has rights as the father and can partition the court whetheror not he is on the birth certificate. He can petition the court to order his name placed on the birth certificate.
Once there is a Louisiana court order, she cannot move out of state without notifying him and with his permission or with a court order after a hearing.
