Legal Question in Family Law in Louisiana

What's her option?

Hello, and thank you for reading my question. I have a friend that lives in Louisana with her father and is of the age 15. She comes to Arkansas every summer to stay with her mother. This summer she desided she wanted to move to Arkansas. She said that she was not able to because her father would not let her. I was wanting to know if she wanted to move to arkansas can she do so with out her fathers imput.
