If A Parent Want TO Sign They Right Over..Do We Have To Pay Any Court Fees

This question does not make sense. I know of no court that will allow a parent to "sign over their rights." That parent, usually the bum dad, will still have to pay support. The only time one can "sign over their rights" is if there is another person, other than the other lone parent, to take up that parent's responsibility.
