parternal rights for children

I would like to know what the law states for visitation, custody and support of a child that resides in Louisiana, when the father lives out of state.

There is no one "legal" visitation scheme. Louisiana law provides that it shall be "in the best interest of the child". If the child is in western Louisiana (s)he may be very close to a parent in eastern Texas and visitation can be very permissive. If the child lives in New Orleans and the parent lives in El Paso, then visitation will be very limited.
