Legal Question in Family Law in Louisiana

My sister, as far as we can determine, is still legally married to a man who is currently married to another woman. My sister has been married to him for many years (20+) and believes she may be entitled to a portion of pension benefits he receives from the State of Louisiana as a retired law enforcement officer. He does not live with or support her, but pays her monthly rent, utilities, health and car insurance. He resides with his "more" current wife in a home he and the wife are/have purchasing/ed. Question: Is my sister entitled to a portion of his pension benefits? Over and above the rent/insurance payments he makes? (And I am aware that bigomy is illegal in Louisiana; so I guess that would have to be dealt with in conjunction with pursuing the pension benefits.)
