How can i be over sisters finances without having the power of attorney name?

No. Even if you do have a power of attorney you are not responsible for your sister's debts. An attorney in fact is an agent and the agent is not personally responsible for any acts taken on the principal's behalf, so long as the agency was disclosed to the third party.
