Is it legal for heirs to spread cremains in Jefferson or Plaquemine Parish, LA?

I'm not aware of any law against it; just put them on someone's private property.

You can on private property, a cemetary, at sea or from the air. Of course the permission of the property owner or the cemetary is necessary.
