statues of limitations

In 2000 my ex and I signed a community property settlement. At the time I had just overcome chemo treatments as my children and I were being put through hell by him. I did this for alot of other reasons as well, I care not to stipulate. Community property settlement was never signed by a judge nor nor approved nor was it put put into a decree. To this date, ex and his attorney never answered discovery, interrogatories, etc. adequately. No partition, no detailed descriptive lists were filed. (except DDL was filed by me.) All the rentals from rental units we had he was allowed to collect and never accounted for the income. Do I stand grounds to re-open community property? Thanking you for your professionalism I am.
