If a court order for child support was issued and both parents have moved from that state where the order was issued but the non-cust parent has continued to pay that monthly support amount, can the non-cust parent refuse to also provide the custodial parent with his W2 at the end of each yr which was a part of the original order?

No. If an order was given by a court that had jurisdiction at the time, then that order remains in effect unless it is superseded by a newer, valid order.
