is a verbal agreement legal in an animal adoption, when the adopter of the animal is not willing to give the dog back after months of care

An agreement is binding when there is a meeting of minds, an offer and an acceptance. If the animal was adopted without the owner's knowledge then there can be none of the three requirements. If the agreement was between the owner and the person adopting, then to determine whether it is a binding agreement, a court would have to examine the offer and acceptance and determine if there was a meeting of minds.
