Will I ever get my kids back.

In 2001 my ex-wife gave me a one week notice she was moving with my 3 children to Seattle, WA. I did not know i had any say so over this. I did have joint custody with her. In the mean time my work was slow. She sent me a letter to sign saying if I would not sue her for custody she would not make me pay Child support. Just their nessesities. Now she is planning to let her new husband adopt them, and her attorney says I have no choice. Although the nessesities she has asked for equal what I owe her in child support. And I have not seen them in over a year, although I paid for plain tickets.

CAn someone help me?

You need to check with an attorney in Washington since I assume that court may take jurisdiction over Louisiana since the children have lived there over the last year plus. However, Louisiana still does have jurisdiction over the status of the children. Either way, you need to speak with an attorney. Start with the one who represented you in the original custody matter.
