Legal Question in Family Law in Louisiana

a few years a go i sent my son to live with his father and i had to write a letter stateing that i gavin him full custodial rights so that t he state would cancel his child support but the father has held the child from me for almost 3yrs now and i wanted to know if i take the child back to illinois where i live would i have to give him back to his father???

There needs to be a custody decree signed by the judge.
