Legal Question in Family Law in Louisiana

My youngest sister passed away in May of this year.At the time of her death her,her husband and 2 kids(2 and 13yrs) were living with my parents in my parents house.They had been there this last time for about 2yrs.The kids stayed at my parents house for about a month without their father who was living with his girlfriend a week after my sister died.The kids cried because they didnt want to leave with him.They are always sick now.My older nephew told my mom he was going to the doctor when his dad has a day off of work.The oldest was at my parents house,when he seen his dad walking down the street he went in my parents house and hid from him.He said he didnt want to go.He said if he told his daddy he wanted to stay with my parents his daddy will get mad and whip him.The youngest one is always flinching and curling up in a ball when u walk fast towards him.He acts like he will get hit.I know this is not time for assumptions.My question is can my parents talk to anyone that can help them try and get custody of the kids?He has gotten insurance money,her savings she had to get her and the kids a home because she found out about his girlfriend.She still doesnt have a headstone.Both of the kids dont want to be with him.Is there anything they can do?Is there anyone they can talk too?

They can report the indications of abuse to the department of social services in the parish where the children reside. They can file for custody and/ or grandparents visitation.
