Legal Question in Civil Litigation in Louisiana

I have bought a car from a person. I have a hand written bill of sale with the seller signature, mine, and a witness, it also has the vin # and year, color, make of car, but is not notarised. The car is in the sellers mom's garage and he wont release the car to me. Can i get the police involved to make him release the car to me and sign over the title?

The police probably won't do anything, as they will call it a "civil matter". You can try, but likely you will have to file suit. If the car is worth less than $5,000, you can probably file in small claims court.
