Is the emergency scheduling of 5 cannabinoids to schedule 1 by the FDA illegal as per Executive Order 12991 - whereas emergency bans cannot be implemented in the cases where a $100 million or greater economic impact will be imposed, and the synthetic cannabinoid industry, which is estimated to be worth more than $1 billion, relies on these cannabinoids and their analogues?

The entire country will eventually make these illegal as they appear to be deadly or extremely hazardous. There would be no cause of action in this matter.
