Legal Question in Civil Litigation in Louisiana

I have a hand written contract between myself and a former roommate to repay for damages to my car he caused in 2009 during a DUI. He did not have permission to use my car at the time, and the Westwego police department did not note any damages at the time of his arrest, or I would have filed unauthorized use of a motor vehicle. He has promised to pay back $ 2,090, with a 5% monthly interest rate. I would like to know if I can do anything about this matter.The date of the contracts are 4-19-09 for $490, and 4-15-09 for the amount of $1,600. The latter is the one with the 5% interest rate attached to it. If I am able to file on this I would like to do so quickly. I live in Texas and will have to handle this matter over the phone.

Unless you had him sign a promissory note you will have to file suit for monies owed and you have three years from date of last payment to file. It will have to be filed where the debt was incurred or contract signed.
