Legal Question in Civil Litigation in Louisiana

My landlord will not fix anything. I have been without water for two months and there is mold growing in bathroom. The state pays half my rent and I pay the other half because I am in a program from the hurricane. I have reported the problems to both the landlord and the state and nothing has been accomplished. Can I sue my landlord?

A landlord has a duty to make necessary repairs after having been notified in writing by the tenant. If the landlord fails to do so, the tenant has the right to have a professional repair the damage and deduct that from the rent. The demand must be in writing and the landlord must be given a reasonable opportunity to repair it himself (which is not more than a couple of days for a home without water).

DO NOT JUST WITHOLD RENT! That will get you evicted quicker than you can say boo! Follow the legal procedures and you will be protected from eviction.
