Legal Question in Civil Litigation in Louisiana

I would like to know if there is a legal alternative for me to stop my neighbors pitt bulls(3) from digging and coming into my yard.I have talked with the tenant, animal control and written letters(2) to the homeowner, but nothing seems to work. I have young children and a 3 mo. old puppy that's afraid to go into their own back yard, including myself. Please "HELP" I need answers ASAP. This is weighing me down big time!!!

There are dogs running at large statutes. If a dog is outside of their yard withour the owner they can be picked up. If the dog is aggressive there are additional statutes addressing that problem.
