My neighbor had her tree cut down and a piece of the tree fell on my roof. The guy cutting the tree did not have insurance, who is responsible for fixing my roof?

Both the tree repairman and your neighbor can be held liable for the repairs. If you have to file suit, you should name both of them in the petition.
