An open court motion is simply a motion made to the court when it is in session (generally open to the public in a courtroom). Most "non-open" motions are made in writing and delivered to the judge's offices (which are also called the judge's chambers).

Motion Hour is a time scheduled by the court to receive unopposed or unassigned motions or to attend to regular day to day matters that require open court but very little of the court's time. Most of what happens in motion hour is fairly uncontroversial.
