is there a time limit on filing a will in Louisiana

No, but it is easier to open succession soon after the death. There are some extra steps with the La. Dept. of Revenue that must be taken if you wait more than a few months. Also, it is much harder to find the assets if you wait too long. However, there is no time limit at all.
