Burial insurance policy

I am the executor of an insurance policy to bury an unlimited number of my grandmother's family.(the policy clearly states the above. In April, 2008, after a heated discussion with the Providence Memorial Park Managerial Staff, Metairie, La., I was given permission to bury my mother(the daughter of the policy owner). However, they informed me that this may be the last person they could bury with this policy; hence, I would have to purchase a new very costly burial policy for the next family member who dies. Since I could no longer deal with this issue during this time of mourning, I did not pursue the issue. Last week(June, 2009), I returned to attempt to resolve this issue. Result: ''There are five people buried in that plot, 1 prior to 1980, the other 4, 1980(my granny), 1981, 1982, 1983 and 2008. Five is the maximum we can bury.'' The policy I have in my possession states that it passes down from generation to generation, no limit.

They quoted me a price of approximately $6,000 for me and my spouse to purchase another plot. Is this legal? What must we do? Had we known this, we would have purchased our plot years ago. We are retired and cannot afford another policy at this time.
