can a 17 year old boy date a 15 year old girl and it is still legal with both parents permission?

If there is no sexual activity and he does not cause her to commit crimes then there is no legal problem. He can eat with her, dance with her, take her to the movies, have long talks (as long as no curfews are violated), etc. with no legal problems. The legal issues arise with sexual activity.
If two people are more than two years apart by age and one of them is under 17, and there is some sexual activity (including the touching of either person's genitals or her breasts), that is when legal problems will arise.
