Civil Service Employmnet

My sister is on her probation period in a civil service position in Louisiana. An employee above her is also on a probation period in another job. That employee was previously doing the job my sister has. They told my sister today that the other employee can not do the job she is in and they will be demoting her back to her previous position (my sister's job) at the end of December and they are giving my sister notice that she will be out of a job. The supervisior told my sister that she had done nothing wrong to lose her job. Can they do this legally?
