is an employer obligated to pay vacation pay no matter how many hours one works in the week in question? (example: worked 20 hours in 2 days and claimed the other 3 days vacation

Nothing in Louisiana law requires an employer to provide an employee with vacation time, so an employer is largely free to administer its vacation policy as it sees fit. The only caveat is that, if you resign or are terminated, and the vacation time is "earned" or "accrued" under the employer's vacation policy, then any unused time must be paid to the employee.
