can a employer stop a employee from working on his days off to supplement his income.

Yes. First, Louisiana is an at will employment state and an employer can fire you with or without cause. Second, moonlighting can often cause problems at your primary job, such as tardiness, fatigue, decreased production, etc., so employers legitimately discourage it.
