Hello,

Can an employer put employees on forced vacation in order to reduce payroll? (this began with the moratorium.) Then is it legal to then take vacation that had been accrued after this without notifying the employee that it was going to be taken?

Call it "forced vacation" but if you are not being paid, you are out of work. But unless you have a written contract, it is legal to do what you describe. If you "earned" vacation time, you cannot be denied either that time off paid, or a check for that earned time. If you were to quit or are fired, and you had a week of "earned" vacation, then they have to pay you for it.
