Legal Question in Employment Law in Louisiana

Is it legal for an employer to try to enforce a dress code policy that does not apply to all female employees? Here is the situation, CEO of the company (female) came up with a dress code policy of no jeans and no open toe shoes but it only applies to myself and one other female employee in the office. CEO stated that it would not apply to herself because she would ware what she wanted and it would not apply to the accountant because she is classified as a Contract Employee but is there everyday and her work place is in the same office as myself and the other female worker. Is this legal? by the way this is in Louisiana

The employer can institute whatever policy they desire as long as it does not discriminate against race, sex, age or disability.
