Can an employer withold wages from a salaried employee due to job closure for inclement weather?

I suspect it depends on the employment contract. If you are paid by the hour, then that is pretty simple....no work, no pay....but if paid a salary, then that presents a different story, especially if you have some sort of leave system that you might be able to use.
