Legal Question in Landlord & Tenant Law in Louisiana

If a deposit has been paid and the tenant is in the process of moving in and the landlord does not approve of a person helping the tenant move in, and then tells the tenant he changed his mind, does the landlord have to refund double the deposit already paid?

If the lease has already been signed, the landlord must honor the lease and he can be held liable for damages (costs of moving again, etc.) if he refuses to do so. If he refuses to honor the lease, he will of course have to return the deposit, but I do not know of any law requiring him to pay double the deposit back.
