Can a landlord require that a tenant be responsible for all maintenance of the inside of an apartment?

Generally, parties are free to agree to whatever they want insofar as maintenance and repairs goes. If the lease requires the tenant to be responsible for interior maintenance, the tenant is responsible. The lease is, as attorneys say, "the law between the parties".
If the lease is silent as to whether the landlord or the tenant is responsible for repairs to fixtures, appliances, plumbing, etc., the landlord is generally responsible. However, if the lease specifically states that the tenant is responsible, that is the case. That is why it is so important to read your lease before you sign it.
