Legal Question in Landlord & Tenant Law in Louisiana
can i move without a 30 day notice
Will I be able to move without a 30 day notice if some tenants are outside laying-out in the front yard(this is something new that is going on) and this is making my stay with my 7year old uncomfortable after informing the landlord?

That depends. If a reasonable person would believe that these actions have disturbed your peacable possession of the property, you may be able to cancel the lease. You would certainly have to give your landlord some written notice and an opportunity to address the problem before leaving.
