I own a mobile home park and rent the lots for people to put mobile homes they own on it. Could I evict them if their homes are not wind zone 3 (which is a requirement for all new homes purchased), and require that all homes in the mobile home park be a wind zone 3 home. This would be for the safety of other homeowners, because many of the wind zone 2 homes here were damaged from the hurricane.

Yes. However, if any of your tenants have written leases, you may have to allow them to finish their current lease term before enforcing the new restriction against them. In other words, you probably should not attempt to kick a tenant out during the term of their written lease, due to failure to comply with a requirement that did not exist at the time the lease was signed.
