who is responsible for the electrical box outside of the moble home?

You are responsible for anything from the meter on. The electric company is responsible for the meter. The box is just on your side of the meter. Now, that assumes that the electric bill is in your name. If it is in your landlord's name, your landlord is responsible. Still, it is not the electric company's responsibility.
