what are my tenant rights if I have a neighbor threatening me, and dumping garbage on my landlords property? My landlords will not help me at all. Can I get out of my lease early?

If a tenant's possession of the property is being interfered with (e.g., you can't enjoy your property because of some dangerous condition like this), the tenant does have rights. You should send notice to the landlord in writing. If the landlord fails to address the problem timely, you can fix it yourself and deduct the amount of money you paid to do so from your rent. If you can't repair the problem, you may be able to cancel the lease. You'd better have full documentation of the problem, though, as the landlord will claim that you abandoned the property and you will probably have to sue to get your deposit back.
