can a familly member sign as a witness ex.:mother wants to evict some one and son signs as a witness

It depends on how old the witness is and what they are witnessing. So long as the witness is 18 or over and has no direct interest in the outcome (e.g., an heir to a will, a party to a lawsuit), it is fine. Under the circumstances you mention, I do not see a problem with it.
