federally funded programs
are federally funded programs, like housing, education,and health are for all tribes, and are they to be used for that purpose only? If they are used in other areas of the tribe, is that alloud, thank you

All federally-funded programs have strict guidelines, rules and regulations governing how funds must/may be spent. Federal laws cover most items of this nature also.
Specifics must be gotten from the agency making the grant.
Deviations should be reported to the agency administering the grant.
