If a widespread external cause - a hurricane warning for instance, a la Katrina - and a subsequent evacuation/quarantine, either of a neighborhood or city, causes someone to miss a court date, is that person held liable?

It is that persons responsibility to let the court know of the problem as soon as it is possible.
