reference jurisdiction in which to file a lawsuit for legal malpractice. as a resident of louisiana, can i sue an attorney licensed in maryland, washington dc, and new york in the louisiana jurisdiction?

Not unless the malpractice occurred here in Louisiana. Generally, you can sue a person either where they live or where the accident (malpractice) occurred.
