If a person has made aleegations aginst someone
about improper e-mails, does that individual have to
provide proff of these e-mails before making any claims
to the defendants counsel?

I am not sure what you are asking? If you are claiming something improper that affects your suit, then you will have to disclose it sooner or later. But ask your attorney.
