When in a car accident, and none of the drivers are covered under the insurance policy what is the first step that should be executed once we have the driving report

I need to know whether you were a driver and if so whether you were driving your car or someone elses. Then did you and/or the owner of your vehicle have any Uninsured motorist coverage. Also, the other driver may have other sources for insurance. If they were in the course and scope of employment the employer may have insurance and be liable.
