Legal Question in Personal Injury in Louisiana

My daughter was bit in the face approximate 4 years ago while visiting at a neighbors house. She is now 8 years old and has 2 scars, one across the bridge of her nose, and one across her cheek. She in no way provoked the dog. She required total of 18 stitches. The owners did not have the dog put down. At the time, we didn't sue because doctors told us that within a few years it would be gone, but it is definitely not and my daughter is becoming more and more self conscious about them as she gets older. Is it too late to pursue compensation. We live in Louisiana.
