Kids bitten by bats in apartment

My kids were bitten by bats in our apartment.Is the complex responiable we did not get removed from the apartment until 10 days later.I reported the bats on a sunday then went in the office Monday with bats in a bag no action was not taken until 8 days after.My kids went through rabis treatment for 6 weeks. Now I have over12000 in hospital bills not including the doctor's bills. Is the apartment complex liable for this?
