Legal Question in Personal Injury in Louisiana

A local parish/county worker hit my car while driving a company car in 2007. They paid for my car to get fixed, but they have not settled for injuries. They have pushed the trial back numerous times. i was also told that the case has to be handled in the parsh/county where the accident occured. i think that it is a conflict of intrest to hold the trial in the that county/parish because I am suing them. Any thoughts

The jurisdiction in which suit must be filed is the parish where the injury occurred or all the defendants reside.
