no pay no play

If a minor is driving her parents car and the parent has no insurance coverage on the vehicle, someone hits the minor (not her fault) would the minor be under no pay no play, does that apply to minors?

My opinion is yes. The minor is driving a non-insured car which he/she should not have if uninsured.
