Legal Question in Personal Injury in Louisiana

I filed a regular Property Damage case in the Civil Court of Louisiana in Jan 2000. Since I moved to California, could I move the case from LA to CA?
The defendent stole my box from my appartment in August 1998 and kept it for 6 months and finally returned back in Febuary 1999. This box was contained 5 new wool coats which I borrowed from another people and planed to return to the store and would get the refund and pay the tuitions. The total valus was over $10,000. When I got the box back from the defendent and returned to the store. I passed the return due day and only could sell it in second-hand store and got $1000 back.I totally loss over $9000. However, the store return policy is very flexible and vague. The defendent claimed I passed the due date before she took it. The questions is that nobody could prove when's the due data. But at least the possibility to get full refund back in 1998 is more than in 1999. The second question is that "how to evaluate the property damage? How much is resonable to get compesantion from the defendent?"

You almost certainly cannot transfer the case -- especially if the defendant lives in Louisiana and the acts of which you complain occurred there.
