my father died and left house to me and my sister. ive paid the taxes for 10 years, does that make the house mine

It does not make the house yours until you ask the court to declare you the owner. Since you would lose the house for unpaid taxes if you did not pay it all, or even if you only paid 1/2, you are entitled to 1/2 of what you paid back. Ask your sister for it and if she does not pay it, sue her.
