If I inherit land with mineral rights and if the land is polluted from a oil well who is responsible for clean up. State is Louisiana.

You will need to file suit against the company or companies that held the leases.

Does not matter who has the mineral rights. The company(s) who caused the polluted/hazardous conditions would be responsible and there have been some very large awards to land owners whose property was left in such a condition.
